prior to enlisting in the US Army Air Service on August,
1917. Commissioned as a 2nd lieutenant on May, 1918, he
served in the Bombardment Group 10th Squadron for
a while in France. Fratt grew up in Everett, Washington
and attended the University of Washinghton for two years.
